Edmonton has changed its requirements for overhead services. The utility line’s attachment point must be on the structure nearest to the pole. Often, this means relocating the service from your home to the garage for rear-laned homes, necessitating trenching and increasing costs. This requirement is governed by a combination of the 2024 Canadian Electrical Code (CEC) Part I, the Alberta Electrical Utility Code (AEUC), and EPCOR Customer Service Standards. EPCOR also states that the service mast and point of attachment must be installed by an electrical contractor in accordance with these requirements:

• Must face the utility property, alleyway, or easement where the EPCOR distribution pole resides.
• Must have a direct, unobstructed line-of-sight from the utility pole to the attachment point (no crossing through trees, neighbouring lots, or over other roofs).
• The electric meter socket must remain completely accessible to EPCOR technicians from ground level without entering a secured house structure.

The City of Edmonton requires an electrical permit whenever a service panel is installed, replaced, or relocated. Even if a homeowner pulls the permit under the Alberta Safety Codes Act. The fuse panel is usually what limits what a homeowner can add.

A panel under 100 amps usually needs the upgrade too. A Level 2 EV charger needs a dedicated 40- to 50-amp circuit, and once that load joins an existing furnace and dryer, a 60- or 100-amp panel often runs out of room. A licensed electrician runs a load calculation first, since some homes can add an EV circuit with a load management device instead of a full panel swap. Newer developments like Heritage Valley are built EV-ready from the start; most established neighbourhoods were not.

Alberta lets a homeowner pull an electrical permit for their own principal residence, but that permit doesn't lower the standard the work has to meet. Panel and other related electrical work still has to satisfy the Canadian Electrical Code and pass a Safety Codes Officer inspection before it's energized, and a failed rough-in means a second inspection fee. Most panel work here is done by a journeyman electrician certified through Alberta Apprenticeship and Industry Training, since panel connections carry the full service load for the house.
